The Social Security system in Kuwait covers currently the working manpower. It includes all citizens having a certain activity in the society, whatever is the type of activity exercised.

It  applies to  Kuwaitis working with others in any sector (government, private or oil), as well as the members of the Parliament, Municipality Council, mayors and trainees at the account of employers (Title III). It  also applies on all who exercise activities at their own expense such as merchants and those of liberal professions, doctors, engineers, lawyers, owners of stores and who exercise a profession of which a license was issued by the competent authority (Title V), as well as the Kuwaitis working abroad (workers abroad and their affiliates).

The provisions of the Social Security Law  exempt  military personnel such as soldiers, police officers, national guardians and Parliament guardians as they are subject to the pensions and retirements bonuses law of military persons, called “beneficiaries” instead of “civil” insured.
