None of the above systems were integral for the
Social Security, as they handled with a limited
side thereof and covered specified categories,
such as the government workers and those
appointed on permanent professions and military
persons. 
The first integral Social Security Law was
issued on 01.10.1976, under the Amiri Law Order
No. 61 of 1976, by virtue of which the Public
Institution for Social Security was created to
apply the system issued, including:
1- Security of old age, disability, sickness and decease for civil workers in the government sector,
private and oil sectors (Title III of the Law).
2- Security of old age, disability, sickness and
decease for the self-employed, working at their
own account and their affiliates (Title V of the
Law).

Security of occupational diseases.
The insurance of old age, disability, sickness and
decease started to be applied for the civil
workers in the government sector and the private
and oil sectors, with effect from 01.10.1977.
The implementation of insurance for the
unemployed as well as the insurance of occupational diseases was by then postponed, as well as the
insurance of occupational diseases until the
Institution completes the preparations necessary
for their implementation.
On 01.03.1981, the insurance of old age,
disability, sickness and decease began to be
applied for the self-employed and others under
the same category. It was optional for five
years, with effect from the said date. It then
became obligatory with effect from 01.03.1986.
On 29.10.1980, the Pensions Law for military persons
No. 69 of 1980 was issued. This included Kuwaiti
military persons, soldiers, the armed forces, the police
force and the national guard volunteers, as it
became effective on 01.03.1981. The Public
Institution for Social Security was entrusted to
apply this law. The authority assigned to
apply the Social Security laws in
Kuwait was then unified.
The implementation of the insurance of
occupational diseases stipulated in Title IV of
the Social Security Law was postponed. Medical
treatment of all types is guaranteed to all
Kuwaitis free of charge.
Law No. 11 of 1988 was issued by the application
of the Social Security system optionally on
Kuwaitis working for an employer not concerned by
the Social Security Law inside and outside
Kuwait. The application began on 01.10.1988.
The law of 128 was issued for 1992 concerning the
system of complementary insurance in force with
effect from 01.01.1995, considering the
above-mentioned security system, civil or
military, as basic systems completed by the
complementary system covering the salary’s
elements not included in the salary concept of
the basic insurance. A pension shall be decided
thereon, accounted according to particular rules
added to the pension and considered a part
thereof.
